SMALL BUSINESS SERVICE UPDATE — HOUSING & COST OF LIVING

FDA food-facility renewal is open. Most restaurants and stores are exempt.

The federal biennial renewal window runs from October 1 through December 31. It applies to facilities already required to register with FDA—not every place in Rockland that sells or serves food.

Original small-business service card by The Rockland Edit, based on FDA registration guidance. It is not an FDA notice, license or determination that a particular operation must register.

What an existing registrant should do

  • Deadline: renew by 11:59 p.m. December 31, 2026.
  • Cost: FDA says there is no registration or renewal fee.
  • Where: use the official FDA Industry Systems portal ↗.
  • Identifier: FDA requires an accepted unique facility identifier and currently recognizes a D-U-N-S number.
  • Save proof: keep the submitted renewal and confirmation with the facility's compliance records.

Who is in the renewal pool

FDA says an owner, operator or agent in charge of a domestic or foreign facility that manufactures, processes, packs or holds food for people or animals in the United States must register unless an exemption applies. A Rockland manufacturer, processor, packer or food warehouse with an existing FDA registration should not assume that an ordinary account update counts as renewal.

The 2026 user guide says “updating” and “renewing” are different actions. If a required registration is not renewed by the deadline, FDA considers it expired and removes it from the account.

Who is generally exempt

FDA's registration fact sheet lists primary-production farms, secondary-activities farms, retail food establishments, restaurants and nonprofit food establishments among the operations that are not required to register. Certain fishing vessels, some foreign facilities and facilities regulated exclusively by USDA also can be exempt.

The important wrinkle is a mixed-type operation. FDA says a farm or another otherwise exempt establishment that also performs activities outside the exemption may still be required to register. A business with production, packing, holding, retail and restaurant functions should check its actual activities against the federal definitions instead of relying on the name on the door.

Renew through the official federal system

  1. Confirm that the facility is required to register and that the registration is due for renewal.
  2. Verify the facility's accepted unique identifier. FDA currently recognizes the D-U-N-S number.
  3. Sign in through FDA Industry Systems ↗, choose the biennial registration-renewal option and review the registration.
  4. Submit the renewal by December 31 and save the confirmation.

FDA says the process is electronic unless the agency has granted a waiver. For account or renewal help, Data Management Support Services lists 800-216-7331 or 240-247-8804, Monday through Friday, 9 a.m.–6 p.m. Eastern, and FURLS@fda.gov.

Because FDA charges no registration or renewal fee, a payment demand is a reason to stop and verify the site and sender. Private companies may sell assistance, but they are not the official renewal portal.

What changes for a resident: a Rockland food maker, processor, packer or warehouse already required to register with FDA must complete the free biennial renewal by December 31; a restaurant or retail food establishment should first check the exemption instead of assuming the deadline applies.

Primary sources: FDA's 2026 biennial renewal guide ↗, checked October 1, 2026, at 10:55 a.m. EDT, and FDA's food-facility registration fact sheet ↗. The current guide controls the 2026 dates; the fact sheet supplies the scope, common exemptions, no-fee rule and mixed-type-facility warning. The Rockland Edit has not determined whether any specific local business must register or confirmed a countywide count of affected facilities.
