Before, during and after the outage

  • Before 5 p.m. Monday, November 2: file a new claim or certify for the week ending November 1.
  • During the upgrade: online and phone unemployment services will be unavailable, and payments will be delayed.
  • Keep working the requirement: complete and record at least three work-search activities each week while the system is down.
  • After service returns: file or certify in the upgraded system to receive payments due to you.
  • Missed the cutoff: the Department of Labor says a claim can be backdated after the upgrade; it does not promise immediate payment.

The shutdown affects every unemployment-insurance route

New York's Department of Labor says the change begins at 5 p.m. Monday, November 2. For an estimated 9 to 12 days, customers will not be able to file a new unemployment claim, certify for weekly benefits, or access and update unemployment account information online or by phone.

This is a statewide interruption, so Rockland claimants are included. It is not a Rockland-only closure, and the State has not published a separate county schedule.

Payment delays are expected, but the State says benefits remain due

The Department says people will experience payment delays. Once the upgraded system is available, customers must file or certify to receive all payments to which they are entitled. Its individual guidance also says someone who misses the November 2 cutoff can backdate a claim after the system returns.

That backdating statement is not a promise that a delayed payment will arrive on a particular day. The State gives a 9-to-12-day estimate, not a guaranteed reopening date or time, and says it will notify customers when the new system is available.

Work-search records still matter while the system is unavailable

People claiming benefits must continue to complete and record at least three work-search activities each week during the shutdown. Career Centers will remain available virtually by appointment for job-search assistance. Open the State's upgrade hub and appointment link ↗

Keep the same NY.gov login

The Department says most individuals will use their existing NY.gov login in the upgraded system. After launch, the new service is expected to allow claim filing, weekly certification, claim-status checks, messages and document uploads from a computer or smartphone. Those promised features do not make the service available during the transition.

Employers have a split instruction

Employers, professional employer organizations and third-party representatives will also lose online and phone access to the unemployment system during the upgrade. New employer registration through New York Business Express and required NYS-1 and NYS-45 filing through the Department of Taxation and Finance will remain available. Read the business guidance ↗

What changes for a resident: file or certify by 5 p.m. November 2 if you can, keep a record of three work-search activities each week during the shutdown and plan for delayed unemployment payments.
