What changes for the Stony Point bridge
The Rockland-specific project would replace the Main Street bridge over Minisceongo Creek in Stony Point. The public record says the bridge has deteriorated and needs replacement to reach a state of good repair. The scope adds no travel lanes.
The proposed amendment removes $76,000 assigned to right-of-way phases in federal fiscal years 2026 and 2027, then adds $75,000 to construction in federal fiscal year 2028. The programmed project total moves from $8,264,000 to $8,263,000.
The revised table carries $938,000 for preliminary and detailed design in federal fiscal year 2026, followed by $6,325,000 for construction and $1 million for construction inspection in federal fiscal year 2028. Rockland County is the lead agency.
That schedule is a funding plan—not a closure notice, detour or construction-start announcement.
A paving record is proposed for removal
The same notice marks a $63.1 million preventive-maintenance paving project as “Project Removed.” The record covers federally eligible state highways across Rockland and six other Hudson Valley counties and reduces its programmed funding to zero in this Transportation Improvement Program.
The notice does not name the Rockland roads involved, assign a Rockland share of the $63.1 million or explain whether the work would be canceled, deferred, divided among replacement projects or funded another way. The supported statement is narrower: PIN 881711 is proposed for removal from the current program record.
What a comment can—and cannot—do
NYMTC says comments received during the review period are shared with member agencies and summarized in the final document. The public notice does not promise that an individual comment will change the amendment.
A Transportation Improvement Program entry programs eligibility for federal transportation funding. NYMTC explains that obligation is the later formal commitment that begins the flow of funds. Neither table proves that money has been paid or work has started.
What changes for a resident: Rockland residents have until 4 p.m. Friday, September 25, to comment on the proposed Stony Point bridge funding-phase change and the removal of a regional paving record whose Rockland roads are not publicly identified.
