PUBLIC RECORD — COUNTY BUDGET
Rockland's $964.8 million budget is a proposal. The next consequential step belongs to the Legislature.
County Executive Ed Day released a proposed 2027 Rockland County budget October 1 that calls for no increase in County property taxes. The spending plan is not final, and the zero-increase statement applies to the County portion—not an individual household's entire property-tax bill.

What is confirmed
- Proposal: $964.8 million for the 2027 County fiscal year.
- County property taxes: the executive proposal calls for no increase.
- Public hearing: the Legislature must hold one no later than November 20.
- Legislative action: the Legislature must adopt or amend the plan by December 7; if it takes no action, the proposal is deemed adopted.
- Status: proposed—not enacted.
“No increase” is narrower than “your bill will not change”
The County's announcement describes the County property-tax portion of the proposal. A resident's full property-tax bill can also reflect a school district, town, village, fire district and other taxing jurisdictions, as well as assessment and exemption changes. The proposal therefore does not establish that every household's total bill—or even every household's County line—will be identical next year.
The budget book is the next record to read
The County announcement highlights continued tuition reimbursement for volunteer emergency responders, parks and open-space work, and government technology and cybersecurity investments. Those are administration priorities, not yet final appropriations. At the time of this check, the Legislature's public budget archive still displayed the 2026 proposed and adopted books rather than the new 2027 line-item volumes.
That matters because the full operating, program, personnel and capital books show where proposed spending and revenue actually change. The Rockland Edit will treat those line items—and any legislative amendments—as the controlling records once posted.
What residents can watch next
The Legislature's review can change the executive proposal. State law and the County calendar require a public hearing by November 20 and legislative action by December 7. The exact hearing date, time and participation instructions were not published in the records available at this check, so residents should not rely on November 20 as an event date; it is the deadline by which the hearing must occur.
What changes for a resident: Rockland's 2027 County spending plan is now open for legislative review, with a proposed zero increase in County property taxes and a required public hearing still ahead; no resident should read the announcement as a final budget or a guarantee about an individual bill.
