When caregiving starts to outrun the family: Rockland’s public starting points.
Caregiving rarely arrives with a job title. It grows quietly around a family—until one day the person who has been “helping out” realizes they are holding an entire care system together.

It may begin with grocery runs, medication reminders, or a ride to an appointment. Then someone needs help bathing. A parent should no longer be left alone. A spouse begins wandering. Before long, one person is coordinating meals, transportation, insurance, personal care, and safety—often while working and caring for a household of their own.
If that sounds familiar, you do not have to know the right program name before making the first call. Rockland has public offices that can help a family sort through the options. The important word is starting: these offices can help navigate, but a listed program is not a guarantee of immediate service, eligibility, or affordability.
Begin with NY Connects when you do not know which program fits
Rockland County NY Connects ↗ is the broadest front door. It provides free, non-biased information and assistance about long-term supports including home care, respite, transportation, home-delivered meals, care coordination, and health-insurance information.
NY Connects is not only for older adults. Rockland says it serves children and adults with disabilities, caregivers, family members, friends, neighbors, and helping professionals. A caller can describe what is becoming difficult and ask what doors may fit. NY Connects can explain options and help make connections; it does not approve every benefit or provide every service itself.
The Caregiver Resource Center is for the caregiver, too
Rockland County’s Caregiver Resource Center ↗ publishes individual and family consultation, care planning, counseling, support groups, training, educational materials, and community-service referrals at no charge.
That matters because the caregiver is part of the care plan, too. Its respite options may include adult day programs or in-home personal care intended to give a caregiver time away. But “respite is available” should not be read as “a placement is available today.” The County separately notes that its free respite program is subject to funding and availability.
EISEP may help some older adults remain at home
For a Rockland resident age 60 or older who needs help with daily life, the Expanded In-home Services for the Elderly Program, or EISEP ↗, may be worth screening for. Published supports include case management and non-medical help with bathing, dressing, grooming, toileting, transfers, light housekeeping, laundry, and meal preparation.
Eligibility is individualized. The County says a participant must live in Rockland, be at least 60, have difficulty with daily activities, be capable of remaining safely at home, and not receive or qualify for Medicaid or a similar entitlement program. Income and expenses are reviewed, and some clients may pay part of the cost.
You can start with one plain sentence
Try: “I am caring for someone at home, and I am not sure what help we qualify for.” You do not need to solve the system before you call it.

Asking for help is not a declaration that a family has failed. Sometimes it is the most practical way to keep care safe and sustainable. This guide cannot establish current openings, wait times, service quality, insurance coverage, cost, or individual eligibility. Program availability and funding can change, and an immediate medical or safety emergency needs emergency help—not routine program navigation.
