Did you work or volunteer in 9/11 cleanup? New York extended the registration deadline to 2030.

The Friday rush is over. New York signed Chapter 296 on September 10, moving the WTC-12 service-registration deadline from September 11, 2026, to September 11, 2030. The Workers’ Compensation Board’s English guidance now shows the new date, but translated guidance on the same page and its downloadable form PDFs have not caught up.

The law changed today

The State Senate’s official action record lists S10605 as signed September 10, 2026, and identifies it as Chapter 296. The enacted text replaces the 2026 service-registration date with September 11, 2030. It says the change takes effect immediately and applies to open and closed claims within the Workers’ Compensation Board’s authority.

The Board’s main WTC assistance page now says New York extended the deadline to September 11, 2030. That means the former Friday deadline no longer controls.

The translated guidance and form PDFs have not caught up

The English section of the Board’s assistance page now says 2030. The Spanish, Haitian Creole, Arabic, Bengali, Chinese, French, Italian, Korean, Polish, Russian, Urdu and Yiddish deadline sections visible on that same official page still say 2026. The linked English and Spanish WTC-12 PDFs checked Thursday evening also continue to print the former September 11, 2026, deadline.

Those stale translations and forms do not undo Chapter 296. Readers should use the enacted 2030 deadline and call 877-632-4996 for free language assistance or before relying on the older deadline in translated guidance or a downloaded form.

The current form asks for dates and locations of service, a description of the work, and the employer or volunteer organization. It also makes clear that registering service is different from filing a benefits claim. The Board should answer questions about the form, signature, delivery method or an earlier filing.

Which work counts

The WTC-12 instructions cover qualifying employees and volunteers who performed rescue, recovery or cleanup work between September 11, 2001, and September 12, 2002, at the World Trade Center site in lower Manhattan, Fresh Kills Landfill, specified morgue or pier locations, or barges operating between lower Manhattan and Fresh Kills.

Living in Rockland now does not establish eligibility, and the article cannot decide whether a particular job, volunteer assignment, date or location qualifies. The Board’s form and help line are the controlling places to check an individual history.

Registration preserves a route; it does not file a claim

Filing WTC-12 registers qualifying service so the special World Trade Center workers’ compensation provisions may apply if a related condition appears now or later. It is not a claim for medical care or lost-wage benefits and does not create a claim file. Paid workers use a separate C-3 claim form; volunteers use WTCVol-3.

The Board says volunteers may be eligible for benefits through the World Trade Center Volunteer Fund. Its current page also provides WTC-12 translations in Spanish, Russian, Polish, Chinese, Italian, Haitian Creole, Korean, Bengali, Yiddish, Arabic, French and Urdu.

Chapter 296 also addresses some previously late claims

The new law adds a path for certain claims involving disablement between September 11, 2021, and September 11, 2025. It says those claims may be filed by September 11, 2030, and that claims from that period previously disallowed under the listed time-limit sections must be reconsidered. Whether that provision applies to a particular person is a question for the Board or a qualified legal adviser—not this article.

There is no longer a need to race an original form to the Board by Friday. Open WTC-12 when you are ready, compare the service dates and locations with your own history, keep your records, and call the Board at 877-632-4996 if the old date in a translation or PDF—or your individual claim history—creates uncertainty.
