SERVICE GUIDE — HOME SAFETY
Need a smoke or CO alarm? Rockland has a free home-visit program for eligible residents.
Rockland County's Healthy Neighborhoods Program offers free home visits to eligible low-income residents, seniors and at-risk families. Depending on the home's needs and available supplies, the program can help with smoke alarms, carbon-monoxide alarms and battery replacement.

Start here
- Who may qualify: low-income residents, seniors and families the County identifies as at risk.
- What to request: a free Healthy Neighborhoods Program home visit.

- Email: HealthyNeighborhoods@co.rockland.ny.us.
- Availability: alarm and battery help is subject to eligibility, the home assessment and supplies on hand.
This is a home visit, not a walk-in alarm giveaway
The County describes the program as a home visit that identifies and discusses health and safety concerns in the home. Its current program page lists free smoke alarms and carbon-monoxide alarms among the tools used to address those concerns. A recent County reminder says the program may help replace alarms or change batteries while supplies last.
That means a phone call or email starts the process; it does not guarantee an alarm, a same-day appointment or a particular product. Ask the program what information it needs to determine eligibility and schedule the visit.
The visit can cover more than alarms
The Healthy Neighborhoods Program also lists education or products addressing asthma triggers and free radon testing. The County's current materials say its staff can provide service in English, Spanish and French/Creole. A household should ask which concerns can be addressed during its own visit rather than assume every listed item will be provided.
Do not use this program as an emergency line
If a smoke or carbon-monoxide alarm is sounding, there is a fire, or someone may be exposed to carbon monoxide, leave the danger area and call 911. The Healthy Neighborhoods contacts are for program information and scheduling, not emergency response.
What changes for a Rockland resident: an eligible household that needs working smoke or carbon-monoxide protection can ask the County for a free home visit and possible alarm or battery help instead of assuming replacement cost is the only option.
