Rockland’s next 20 years are being written down. Here’s where to start reading.

The documents may be dense. The choices behind them—where growth goes, what gets protected, and what gets funded—will not be.

Rockland County is updating its 2011 comprehensive plan through Envision Rockland. The County says the update will set a long-term vision and goals for future land-use and zoning decisions, touching housing, sustainability, economic development, transportation, and equity. That does not make the plan a law or guarantee a project. It does make it a useful place to see the priorities County government is putting on paper. Read the County’s plan-update page ↗

For the specifics that may surface before a broader policy debate, watch the Rockland County Planning Board. It meets regularly on the second Thursday of each month and posts agendas and minutes. The Board reviews certain projects with countywide or intermunicipal implications—including qualifying subdivisions, site plans, and actions near county roads, parks, or municipal boundaries. Then follow the money. The County’s 2026 adopted-budget page includes operating, personnel, program, and capital budgets. Plans show what government says it wants to do; budgets help readers see what it is preparing to fund. 2026 adopted budgets ↗

Keep the old plan beside the new one. The County continues to link the 2011 plan and executive summary from its comprehensive-plan page. That lets residents ask the right long-view questions: Which goals were completed? Which were not? And what is the current update promising to do differently?

This is a reading list, not an endorsement or a forecast. It does not determine whether any particular development is approved, funded, or good for a community. It is an invitation to get closer to the public record before the record becomes a decision.
