“Affordable housing” is not one application. Rockland has different front doors for help.
A program can exist, accept applications, and still be the wrong program for the person trying to keep a roof over their head. The first question is not only “Do I qualify?” It is “Who is this door actually for?”
HOME money mostly enters through housing development
Rockland County’s HOME Investment Partnerships Program uses federal funds for the construction or rehabilitation of affordable rental and homeownership housing. Its current page says applications from affordable-housing developers are accepted on a rolling basis. That is not the same thing as an open application for a household seeking rent help. The County states plainly that its HOME program is not currently accepting rental-assistance applications. It directs residents with unstable housing to the Department of Social Services Housing Unit instead.
A Housing Choice Voucher has its own wait list
Rockland’s Housing Choice Voucher program is a separate system administered locally for New York State Homes and Community Renewal. The County’s page, updated in June 2026, says the main voucher wait list is currently closed and last opened in 2018. It also lists several special-purpose and senior-property wait lists as closed. When a wait list opens, the County says applicants receive instructions to file online and a lottery determines who is placed on the list. Placement on a list is not a voucher, and income eligibility is not a promise that assistance will become available.
The Rental Supplement Program is for housing crisis
The County describes its Rental Supplement Program as assistance for individuals and families who are experiencing homelessness or facing an imminent loss of housing. Its published rules say the program is available with or without children and regardless of immigration status. Household income must be no more than 50% of area median income at application, with initial priority for households at or below 30%. See the County’s Housing Unit and RSP rules ↗
The public page describes the program’s framework; it does not say that funding, a supplement, or a suitable unit is immediately available to every eligible household.
Start with the situation—not the program name
- Homeless or at imminent risk of losing housing: contact the Rockland County DSS Housing Unit at 845-364-3100 or RocklandHousing@dfa.state.ny.us.
- Looking for a voucher: check the County’s official Housing Choice Voucher page for an announced opening. Do not pay a third party to “hold” a place.
- Developing affordable housing: the HOME development application is currently listed as rolling through the County’s Neighborly portal.
This guide cannot determine individual eligibility, funding availability, landlord participation, processing time, or whether a wait list has changed after publication. Program status was checked on August 25, 2026. Readers should use the linked County pages for current instructions rather than relying on an old application link.
