PUBLIC RECORD — DATA NOTE

NY-17 outside spending: four FEC figures—and one total not to make.

Federal rapid notices filed for expenditures dated October 14 forward report $1.30 million supporting Mike Lawler, $1.35 million opposing Lawler, $313,865.69 supporting Cait Conley and $1.18 million opposing Conley. Those are four candidate-side views of the record—not four separate pots of money.

Candidate-side rapid-notice figures for a bounded date window. Do not add the four cells: the same filed purchase can appear once as support for one candidate and once as opposition to the other. Original information design © 2026 The Rockland Edit.

The useful way to read this

Use each figure to answer a narrow question: how much did outside filers report in rapid notices as support for, or opposition to, that candidate during this window? Do not add the four figures into a district-wide total. That would double-count at least some purchases.

These are not receipts, cash or spending by either candidate committee. The notices were filed by outside committees and organizations. The records alone do not establish coordination, motive, message accuracy, effectiveness or how many Rockland voters saw a communication.

The four candidate-side figures

Cait ConleySupport86$313,865.69Oct. 21
Cait ConleyOppose15$1,181,517.98Oct. 21

The window begins October 14. The complete processed result sets were rechecked at 12:50 p.m. EDT October 23. All 134 retrieved rows were current ADD records from Form 24 or Form 5 rapid notices and carried amendment indicator N at that check. A later filing or amendment can change the ledger.

Why a race total would be wrong

FEC file 2039285 contains a $912,500 entry supporting Lawler and a $912,500 entry opposing Conley with the same filer, payee, purpose, expenditure date and dissemination date. File 2022460 does the same with $42,384.22 opposing Lawler and supporting Conley.

Those paired records answer two candidate-position questions, but the matching purchase details do not establish two separate buys. A reliable race-wide sum would require transaction-level matching across candidates and reconciliation with later regular reports and amendments. This data note does not manufacture that number.

The table highlights the largest candidate-side filer totals; it is not a complete list of filers. The four headline figures include every retrieved row in the stated window, including smaller entries.

What a rapid notice does—and does not—prove

FEC guidance says an independent expenditure expressly advocates a federal candidate's election or defeat and is not made in consultation or cooperation with a candidate or party. The Schedule E record can report a payment, obligation or estimate connected to a communication. A filed expenditure or dissemination date is not proof that every planned placement aired exactly as anticipated or reached a particular voter.

Rapid notices exist alongside regular committee reports. Transactions can later be amended or reappear in another reporting stream. That is why this story publishes the cutoff, keeps candidate receipts separate and does not convert a late-cycle notice ledger into total spending for the full election.

What changes for a Rockland voter: there is substantial independently reported activity both supporting and opposing the two NY-17 candidates, but the safest comparison is candidate by candidate. The public record supports four bounded figures—not a single combined race total.
